School Board Summary August 9, 2022

Chair Jeff Morse (Dulles District), Vice Chair Ian Serotkin (Blue Ridge District), Atoosa Reaser (Algonkian District), Harris Mahedavi (Ashburn District), Andrew Hoyler (Broad Run District), John Beatty (Catoctin District), Tom Marshall (Leesburg District) and Brenda Sheridan (Sterling District) attended the meeting at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court, Ashburn. Denise Corbo (At-Large) attended remotely. 

WORK SESSION

Chair Morse led the School Board in a discussion of assigning board members to the Appeals Committee; the addition of an Audit Committee; a reminder about the workload imposed by board members on staff; and the membership requirements of all School Board-supported committees.

PLEDGE LEADERS

Langley Wright, of Cedar Lane Elementary School, and Dillan Butler, of Eagle Ridge Middle School, led the Pledge of Allegiance.

RECOGNITIONS

Superintendent Dr. Scott Ziegler recognized Dr. Kimberly Brenneman, Dr. David Johnson and Ed Renehan for assisting a person in dire medical distress. On May 9, a spectator suffered a cardiac arrest during a varsity baseball game at Riverside High School. Johnson, an orthopedic surgeon from the National Sports Medicine Institute and team physician for many of the LCPS high schools, and Brenneman, a local pediatrician in Loudoun County, were the first responders and began immediate CPR. Renehan, the athletic trainer at Riverside, was at a different location on campus, tending to another injury at that time. However, after being contacted on his emergency radio, Renehan responded quickly and brought his AED to the scene. Renehan was able to deliver an AED shock within minutes of the incident. By following the school’s Emergency Action Plan, combined with the life-saving efforts of doctors Johnson and Brenneman, the victim’s breathing and pulse returned. He was transported via Loudoun EMS to INOVA Loudoun Hospital where the victim subsequently made a full recovery after a short stay in the ICU. 

Mathematics Supervisor Nicole Augone and Program Coordinator Brittny Schjolin provided an overview of the 2022 LCPS Summer Math Discovery program with the assistance of the following LCPS students:

ACTION

The School Board Approved: Minutes; Finance and Operations Committee: AWS Think Big Space Agreement and Request to Name J. Lupton Simpson Middle School Tech Ed 3 Classroom as an 'AWS Think Big Space’ - School Board Policies 6510 and 8-64; Finance and Operations Committee: Grant of Easement to Dominion Energy at Waxpool Elementary School; Finance and Operations Committee: IFB #I21331, Milk and Related Items, Renewal; Finance and Operations Committee: Proposed Surplus of Facility - Staff Training Center Building; Finance and Operations Committee: RFP #R222877, Fuel Services; Finance and Operations Committee: State Cost Per Pupil for Tuition Purposes; Finance and Operations Committee: U.S. Environmental Protection Agency (EPA) Clean School Bus Grant Program Application; Specialized Programs and Centers: Charter School Contracts - Amendments Regarding Student Allotments; Department of Student Services: Exemption from School Attendance for Religious Reasons; and Personnel Actions, including the following administrative appointments: 

Rohini Tohan, as principal of Stone Hill Middle School. Ms. Tohan has a bachelor’s degree in psychology and a master’s degree in education from George Mason University and an endorsement in education leadership from the University of Virginia. She has served as an English teacher, department chair and grade level dean at Stone Middle School; LEAD Fairfax administrative intern; an assistant principal at Katherine Johnson Middle School; and as acting principal and an assistant principal of Luther Jackson Middle School, all in Fairfax County Public Schools. 

Rolando Tillman, as principal of Guilford Elementary School. Mr. Tillman holds a bachelor’s degree in recreation, health and physical education and a master’s degree in counselor education from Virginia State University and an administrative certification from Longwood University. He has served as a health and physical education teacher at Greenwood Elementary in Henrico County Public Schools; as a behavior support counselor and staff training coordinator for Inner-Vision Education Center, LLC in Powhatan; as an assistant principal at Clark Elementary School in Charlottesville City Schools; and as an assistant principal for Horizon Elementary School. 

Jennifer Evans as director, Student Mental Health Services. Ms. Evans holds a bachelor’s degree in psychology from James Madison University and a master’s degree in counselor education from Virginia Tech. She has served as a substance abuse clinician and senior clinician for the Loudoun County Mental Health Center; as a mental health therapist and licensed professional counselor for  Potomac Psychological Center, LLC; and as a Student Assistance Specialist, Student Assistance Programs Coordinator and Student Assistance Services Supervisor for Loudoun County Public Schools. 

Tedra I. Richardson as director, Special Education. Ms. Richardson holds a bachelor’s degree in psychology from James Madison University and a master’s degree in Varying Exceptionalities from Nova Southeastern University. She has served as a special education teacher for Louisa County Middle School; an exceptional student teacher for Broward County, Florida, Public Schools, a special education teacher for Chesterbrook Academy in Weston, Florida; and as supervisor of special services, assistant director of special services, director of student support services and executive director of student support services for Spotsylvania County Public Schools. 

… a contract award to Howard Shockey and Sons, Inc., in the amount $110,666,599 for construction of MS-14.

… directing LCPS staff to work with County of Loudoun staff – if also directed by the Board of Supervisors – to return to the Joint Committee of the School Board and Board of Supervisors with a plan to launch and/or improve gardening programs at LCPS schools. That the School Board adds to the Committee’s 2022 Work Plan an item for safe pedestrian passage to school.

… extended the validation period for the signatures of current LCPS employees who indicated support for collective bargaining for 180 days beginning on August 9, 2022.

INFORMATION ITEMS

Department of Business and Financial Services: Chief Financial Officer Sharon Willoughby presented the School Board Calendar for the Development of the Fiscal Year 2024 School Board Operating Budget. Mrs. Willoughby also provided the Fiscal Year 2024 Preliminary Fiscal Outlook.

Finance and Operations Committee: Chair Morse and Chief Operating Officer Kevin Lewis presented Policy 6210, Student Transportation. 

Discipline Committee: Mr. Marshall and Director of School Administration Dr. Douglas Fulton detailed Policy 8220, Student Disciplinary Consequences. Mr. Marshall presented Policy 8240, Alcohol, Drug, Tobacco and Electronic Cigarettes. 

Curriculum and Instruction Committee: Vice Chair Serotkin and Deputy Superintendent Dr. Ashley Ellis provided an overview of Policy 8540, Questionnaires and Surveys (formerly policy 8-63). 

Item Submitted by School Board Member Denise Corbo: Dr. Ellis, Library Media Services Supervisor Elissa Moritz and Library Media Specialist Sapna Venkatachalam presented the Department of Instruction’s Library Selection Process. 

Item Submitted by School Board Member Andrew Hoyler: Mrs. Willoughby and Director, School Nutrition Elizabeth Mills provided an update on the Summer Meals Program and Culturally Inclusive School Meals. 

Department of Student Services: Assistant Superintendent Dr. Asia Jones presented a proclamation recognizing September 2022 as Attendance Awareness Month. Dr. Jones also presented a proclamation recognizing September 2022 as Suicide Prevention Awareness Month.

Office of the Superintendent: Dr. Ziegler presented the Superintendent's Operational Update.

STUDENT SCHOOL BOARD MEMBER

Alexis Walker, a senior at John Champe High School, was introduced as the student School Board member.
