WORK SESSION
Chair Morse led the School Board in a discussion of assigning board members to the Appeals Committee; the addition of an Audit Committee; a reminder about the workload imposed by board members on staff; and the membership requirements of all School Board-supported committees.

RECOGNITIONS
Superintendent Dr. Scott Ziegler recognized Dr. Kimberly Brenneman, Dr. David Johnson and Ed Renehan for assisting a person in dire medical distress. On May 9, a spectator suffered a cardiac arrest during a varsity baseball game at Riverside High School. Johnson, an orthopedic surgeon from the National Sports Medicine Institute and team physician for many of the LCPS high schools, and Brenneman, a local pediatrician in Loudoun County, were the first responders and began immediate CPR. Renehan, the athletic trainer at Riverside, was at a different location on campus, tending to another injury at that time. However, after being contacted on his emergency radio, Renehan responded quickly and brought his AED to the scene. Renehan was able to deliver an AED shock within minutes of the incident. By following the school’s Emergency Action Plan, combined with the life-saving efforts of doctors Johnson and Brenneman, the victim’s breathing and pulse returned. He was transported via Loudoun EMS to INOVA Loudoun Hospital where the victim subsequently made a full recovery after a short stay in the ICU.

Rolando Tillman, as principal of Guilford Elementary School. Mr. Tillman holds a bachelor’s degree in recreation, health and physical education and a master’s degree in counselor education from Virginia State University and an administrative certification from Longwood University. He has served as a health and physical education teacher at Greenwood Elementary in Henrico County Public Schools; as a behavior support counselor and staff training coordinator for Inner-Vision Education Center, LLC in Powhatan; as an assistant principal at Clark Elementary School in Charlottesville City Schools; and as an assistant principal for Horizon Elementary School.
Jennifer Evans as director, Student Mental Health Services. Ms. Evans holds a bachelor’s degree in psychology from James Madison University and a master’s degree in counselor education from Virginia Tech. She has served as a substance abuse clinician and senior clinician for the Loudoun County Mental Health Center; as a mental health therapist and licensed professional counselor for Potomac Psychological Center, LLC; and as a Student Assistance Specialist, Student Assistance Programs Coordinator and Student Assistance Services Supervisor for Loudoun County Public Schools.
Tedra I. Richardson as director, Special Education. Ms. Richardson holds a bachelor’s degree in psychology from James Madison University and a master’s degree in Varying Exceptionalities from Nova Southeastern University. She has served as a special education teacher for Louisa County Middle School; an exceptional student teacher for Broward County, Florida, Public Schools, a special education teacher for Chesterbrook Academy in Weston, Florida; and as supervisor of special services, assistant director of special services, director of student support services and executive director of student support services for Spotsylvania County Public Schools.

… directing LCPS staff to work with County of Loudoun staff – if also directed by the Board of Supervisors – to return to the Joint Committee of the School Board and Board of Supervisors with a plan to launch and/or improve gardening programs at LCPS schools. That the School Board adds to the Committee’s 2022 Work Plan an item for safe pedestrian passage to school.
… extended the validation period for the signatures of current LCPS employees who indicated support for collective bargaining for 180 days beginning on August 9, 2022.

Department of Business and Financial Services: Chief Financial Officer Sharon Willoughby presented the School Board Calendar for the Development of the Fiscal Year 2024 School Board Operating Budget. Mrs. Willoughby also provided the Fiscal Year 2024 Preliminary Fiscal Outlook.
Finance and Operations Committee: Chair Morse and Chief Operating Officer Kevin Lewis presented Policy 6210, Student Transportation.
Discipline Committee: Mr. Marshall and Director of School Administration Dr. Douglas Fulton detailed Policy 8220, Student Disciplinary Consequences. Mr. Marshall presented Policy 8240, Alcohol, Drug, Tobacco and Electronic Cigarettes.
Curriculum and Instruction Committee: Vice Chair Serotkin and Deputy Superintendent Dr. Ashley Ellis provided an overview of Policy 8540, Questionnaires and Surveys (formerly policy 8-63).
