Build Back Better: Possible Vote the Week of December 13

Senate Majority Leader Charles Schumer has announced his plan to bring the Build Back Better (BBB) legislation to a vote the week of Dec. 13. Now that the bill has passed the House, there are procedural issues to address before the Senate can take up the bill. These include discussions with the Parliamentarian, who provides information on what can be included in a bill passed through a budget reconciliation.

Congress has until Friday, Dec. 3 to pass a government funding bill to avoid a government shutdown. In the meantime, Treasury Secretary Janet Yellen has reminded Congress that it has until Dec. 15 to raise the debt limit. Sen. Schumer and Senate Minority Leader Mitch McConnell have been in discussions to address the debt limit. Sen. Schumer will need the entire Democratic Caucus to begin debate on BBB, which he doesn’t have yet. Sens. Joe Manchin and Kyrsten Sinema have not yet pledged their support to begin debate. Two key areas to be worked out include a methane emission fee and a plan to provide larger tax credits to union-made electric vehicles.
