House fails to pass ROTOR Act despite Senate approval

U.S. Representative Suhas Subramanyam (VA-10) released a statement after the House failed to pass the ROTOR Act, which had previously passed the Senate unanimously. The bill required a two-thirds majority for passage under suspension of the rules but fell short by one vote.

The ROTOR Act was supported by families of victims from the January 29, 2025 crash at Washington National Airport involving American Airlines Flight 5342 and a military helicopter, an incident that resulted in 67 fatalities.

Rep. Subramanyam, who co-sponsored the legislation, stated: “The families of the victims of last year’s tragic crash came to the Capitol to ask Congress to prevent future crashes and give peace of mind to future air passengers. Instead, it saw House Republicans kill the ROTOR Act today, a bill that passed the Senate unanimously.

We owe it to the victims and their families to pursue real reforms and ensure safe skies. The ROTOR Act was a crucial first step. But this is not the end of this fight, and I will not stop pushing until it becomes law.”

Subramanyam addressed his colleagues on the House floor earlier in the week about why passing this legislation is important. A video of his remarks is available online.
