A new measure authored by U.S. Rep. Suhas Subramanyam in the House seeks to reinforce election security by making it unlawful to assist foreign nationals in providing campaign donations, according to the U.S. Congress.

H.R.7193 was filed on Jan. 21, 2026, during the 2026 regular term of the 119th Congress. The following summary is based on the original bill language and is intended to clarify its core details.

This proposal would adjust the Federal Election Campaign Act of 1971 to ban any activity where a person assists a foreign national in making contributions or donations for elections. It specifically changes Section 319(a) by adding that knowingly helping a foreign national break these election finance laws is prohibited. The amendment would take effect for donations given from the date the law is enacted. The intent is to further secure the election process by limiting foreign influence over U.S. campaigns.

Rep. Suhas Subramanyam (Democrat-VA-10th District) is the bill’s author, with Rep. Gus M. Bilirakis (Republican-VA-12th District) as co-sponsor.

Rep. Subramanyam has introduced 19 additional bills since this session began.

Congress may introduce bills in either the U.S. House of Representatives or the U.S. Senate unless dealing with revenue matters, which must begin in the House. Once introduced, measures are sent to committees to be considered, amended and debated before potentially coming up for chamber-wide votes. If both chambers agree on the language, legislation moves to the president for approval or veto. Congressional terms last two years, numbered sequentially and include two annual sessions. The legislative process and official records are overseen by the U.S. Congress and made available through Congress.gov.

Suhas Subramanyam serves as a Representative from Virginia, elected as a Democrat to the One Hundred Nineteenth Congress starting Jan. 3, 2025. Previously, he was a member of the Virginia House of Delegates from 2020 to 2024 and is currently serving in the Virginia state senate.

He holds a B.A. from Tulane University (2008) and a J.D. from Northwestern University (2013). His career includes staff roles with U.S. Representative Suzanne Kosmas, the Senate Judiciary Committee, and the White House Office of the Chief Technology Officer.
